Public Buildings: From Tender to Implementation. Where Is the Architectural Competition in All This?

The second Sfera Forum, held in Niš, addressed the issue of designing and realising public buildings in Serbia. At a time of significant social and professional crisis, the forum spotlighted public buildings as the most prominent architectural program that reflects society. What is the importance of architectural competitions? How is the realisation of public buildings progressing? What do public tender procedures bring? Can all these practices be improved? These are just some of the questions the panellists addressed with the audience.
