Excerpt: „ (…) The reconstruction of the Spens facility is a logical step toward revitalising this exceptional urban sports centre, whose value for the City of Novi Sad is reflected in multiple dimensions: typological, architectural-urbanistic, cultural, and social. After years of speculation regarding the fate of this facility – whose effective usability has been diminished over nearly 40 years of operation – the strategy envisions its complete revitalisation, highlighting both its visible and hidden potentials.
The central theme of the ‘Strategy for the Development of the Spens Facility: Spens – A Covered City Center’ is the clear positioning of Spens as a primary and comprehensive high-functionality sports and recreational complex for the next 30 – 40 years.
The ‘Strategy for the Development of the Spens Facility: Spens – A Covered City Center’ is based on the laws and regulations of the Republic of Serbia, particularly on the existing strategic documents of the City of Novi Sad, as well as on the fundamental strategic documents for the preservation of 20th-century architectural heritage, while fully taking into account the principles and conclusions derived from the energy assessment for the reconstruction of the Spens facility.”
